Okay, now to begin a long multi-part tutorial on how to make custom Sonic style sprites. These tutorials will focus on modelling only, as we already have tutorials on how to shade.
Next, we'll continue with clothes. The size of the pants will depend on which style you intend your sprites to be in. The Genesis styles use bigger sprites than the GBA styles, so the Genesis heads will be bigger. This tutorial will use the size of Advance and Battle sprites. We'll be making pants and shorts.

First of all, the pants or shorts should hang loose a bit, as not many people wear tight fitting shorts. As they hang loose, make them thicker than the legs and hang more, but still in a similar shape. Also make them a little thicker around the bottom. Also note that they should cover a tiny portion of the feet or shoes.

As for shorts, they are in basics the same as pants, but they only go down half as far as pants. Also, like pants, they should be a little thicker around the bottom.
Also to note is that the top portion of the pants or shorts stays the same shape as the character's legs, then gets thicker as they go down.
Now, at this point, we'll start adding in designs or details. These all depend on the character. Also of note is that you can try adding in wrinkles if you feel like it.
Finally, clean up any uneeded pixels, fix minor things, and start shading, and you'll have your own shirts, jackets, and dresses!
